As a matter of national security the Congress and President should mandate weaning energy consumption from petroleum, restricting its use to that of the military, plastics & chemical manufacture, and perhaps aerospace.
Part of the reason nobody thinks we are at war, is because the governnment doesn't act like it. Severe measures and hardships which are emblematic of nations on an emergency, or war footing have not materialized. If they did I'm sure the public would finally comprehend the gravity of our present situation.
I advocate that by federal mandate all new electrical generation plant construction be either nuclear, coal-fired, or whatever fuels which can be made readily available domestically in the short term, with the eventual goal in mind that all domestic electrical production be either nuclear, hydrodynamic, or otherwise depend on the dynamism of our environment. To that end emergency legislation should be enacted that overrides previous laws which hamstring such development, and loans made available for crash-production of those facilities and replacement of oil-fired facilities within a maximum of 10 years.
Improved electrical generation capacity should be used to crack hydrogen and oxygen from our waters as a means of powering over the road transportation. Conventional internal combustion engines can easily be converted to use hydrogen by means of retrofits, while all new manufacture would take advantage of hydrogen power in its various forms. This all has the added advantage of being very green.
